Biden targets de minimis exemption

The Biden administration has proposed new rules to curb the "abuse" of the de minimis exemption. This exemption allows packages valued under $800 to enter the US with minimal scrutiny. Proposed changes include excluding goods subject to certain tariffs, enhancing data collection, and requiring electronic compliance certificates. The administration is also urging Congress to pass reform legislation, especially to exclude import-sensitive products like textiles and apparel. The changes are set to affect Chinese e-comm retailers such as Temu and Shein.
